How to convince my father to let me that my cartalige pierced?

I want my cartalige pierced for my birthday, 13 (which comes in a month) and my mom said yes, but my father is totally against. I did once, but I take it out. and I tried "is my body which is let me do what I want with it, "it does not work, everything he says is" not like how it looks.
